Brief History

In 1992, the Perpetual Help College of Laguna began its venture into the maritime field. The University opened the courses of Bachelor of Science in Marine Transportation, Bachelor of Science in Marine Engineering and Bachelor of Science in Naval Architecture and Marine Engineering as well as the Basic Merchant Marine course. In the following year, PHCR opened the same courses, with the exception of the Basic Merchant Marine course. By 1996, PHCL streamlined its operations by transferring its Bachelor of Science in Naval Architecture operations to PHCR.

The UPHS opened these courses in order to become an active player in the development of the Filipino youth, expanding the arrays of opportunities in terms of employment, as the shipping industry was in dire need of well-trained seafarers in the national and international arena. Indeed there was a dearth of competent seafarers, as the Philippines continuously assumes leadership in the supply of competent seafarers with its twenty percent (20%) share in the total number of seafarers in the world. In its endeavor to help the country and the Filipino youth, the University maintains modern and state of the art education and training equipment for the said maritime courses. The UPHS has indeed invested heavily to show its commitment towards its intentions.

In 1998, in order to pursue its thrust of supplying well-trained seafarers in the shipping industry and to comply with national and international requirements, UPHS developed its QUALITY MANAGEMENT SYSTEM. The Quality Management System is purposely designated to guide the University in the successful execution of its maritime programs and, among others to comply with the requirements set forth by the Commission of Higher Education (CHED) and of 1978, International Maritime Organization Convention on Standards of Training, Certification and Watch keeping for Seafarers as amended in 1995 (STCW’95).


The UPHS-College of Maritime Education recognizes the value of customer satisfaction in the competitive world of the shipping industry. It further recognizes that a major factor in this satisfaction is the supply of maritime graduates of an assured level of quality.

In view of this, the College of Maritime Education has a mission to provide the highest practicable standards in its two BS degree courses and Seafarer Rating Courses, and other special and accredited training courses, complying with national and international regulations, molding young people to become competent professional seafarers and ship designers. This mission exemplifies the commitment of the College to strive for the realization of the University’s mission to wit: “to produce perpetualites who outstandingly value virtues of reaching out and helping others as vital ingredients to nation building.” 

The College of Maritime Education shall converge its program in satisfying relevant international regulations on safety of life and property at sea and to the protection of the marine environment, thus adhering to the ideals of the International maritime organization (IMO), which is: “Cleaner oceans, Safer Ships.’

Maritime Program Objectives

  1. To comply with the policy and standard of CHED, IMO as required in the STCW and PRC.
  2. To provide updated curricula for education and training of students
  3. To recommend and implement approved training activities to improve student’s competency
  4. To review and revise syllabi aligned to industry and board examination requirement
  5. To involve the faculty and students in research for development and improvement of the program
  6. To conduct research aligned to the college specialization
  7. To recommend and upgrade the equipment
  8. To provide functional, effective, efficient and responsive college organization
  9. To recommend for the upgrading of faculty and staff
  10. To plan, implement and evaluate COP aligned to the College Specialization
